(*This document replaces Marine Advisory Note: 03-2010 issued on 14 May 2010)
Subject: Instructions for Vessels Transiting to U.S. Gulf Coast Ports To: Shipowners/Operators and Master’s
The United States Government has released the following additional information in regards to the Gulf of Mexico Oil Spill, for distribution to vessels which may be operating in areas affected by the Spill.
The U.S. Coast Guard is providing Broadcast Notices to Mariners, NAVTEX, AIS messages and voice reports to mariners both in transit and when calling at
U.S. ports in the Gulf of Mexico to warn of the presence of the oil spill and to advise mariners of precautionary measures they can take to minimize threats to their vessels and to the marine environment.
In addition, websites have been established to provide the latest information on the location and projection for the location of the oil spill, information on the response measures taken and other information that may be of use to the IMO, Governments and ships and shipmasters operating in the area. The websites are:
http://www.deepwaterhorizonresponse.com http://response.restoration.noaa.gov
Vessel’s transiting the area of the oil spill along the US Gulf Coast are required to follow all instructions issued by the local US Coast Guard Captain of the Port (COTP). If your vessel will be transiting the area of the oil spill, we encourage contacting the vessel’s local shipping agent for the most up to date information applicable to that specific area.
The US Coast Guard publishes instructions in the form of Marine Safety Information Bulletins (MSIB), which are applicable to specific US Gulf ports and waterways. These MSIB's are updated frequently and may be found on the USCG's official website: http://homeport.uscg.mil,
under the “Port Directory” link at the top left corner of the screen. Using the drop down menu at the top center of the page, select the relevant USCG Unit for the port area. USCG COTP's New Orleans, Mobile, Morgan City and Mobile have issued MSIB's applicable to this oil spill.
Attached are relevant MSIB's which have been released from May 13 to May 18, 2010.
For questions regarding this note please contact Sean Brett at telephone +1 703 251 2434, email: safety@liscr.com.

- Port of Panama City
- All waterways are currently open with no restrictions. Vessels are still required to conduct self-assessments and submit reports to Mobile.MTSRU@bp.com, or by calling (251) 445-8983. If through self-assessment it is determined that oil is present on the hull, the vessel MUST undergo decontamination prior to entry into any port.
- The Deepwater Horizon spill is a continually developing incident and may require long te1U1 response efforts. The most up to date information regarding the oil spill locations and response efforts can be found at www.deepwaterhorizonresponse.com.
- Vessel traffic is highly encouraged to avoid spill areas and contact with oil while ensuring safe navigation. Compliance with the provisions of this bulletin will greatly reduce the need for a vessel's hull to be decontaminated.
- The Captain of the Port Mobile's intent is to continue facilitating the movement of all marine traffic throughout the duration of the oil spill response.
- To provide for the continued facilitation of marine traffic, vessel decontamination sites have been established for deep-draft vessels at all AOR offshore fairway anchorages, numerous in-port secondary (refined) sites, and three deep sea outbound sites for vessels departing areas impacted by the spill. Shallow-draft vessels shall utilize refined decontamination sites located along the GICW and on back bays, rivers, and bayous as necessary.

- Vessels specifically transiting to the Mobile Ship Channel may face restrictions due to booming operations in the areas around Dauphin Island and Fort Morgan. Restrictions may also occur in smaller passes; closures will only be made after careful consideration with stakeholders regarding environmental and vessel traffic impacts and will be released via future MSIBs. These potential closures should not interrupt barge or deep-draft vessel traffic, but may impact fishing and/or other commercial vessel operations that are able operate in channels less than nine feet in depth.
- All vessel traffic in Alabama, Mississippi, and the Florida Panhandle should be aware that there is extensive booming in all of these areas. Mariners should keep a sharp look out for boom as it may be difficult to see, especially at night or during times of reduced visibility. Mariners are not to cut, alter, or damage boom. Please report any damaged or adrift boom and direct questions concerning boom to Mobile Incident Command Post (ICP) Situation Unit by calling (251)445-3333.
- A Vessel Traffic Monitoring (VTM) program has been established for all ports within Sector Mobile's AOR. A separate MSIB containing the details of the VTM is forthcoming.

Waterway Status - Vessel Cleaning Station on LMR Southwest Pass remains open to deep draft vessels and is free of any restrictions to marine traffic. It is the intent of the Captain of the Port of New Orleans to facilitate the movement of marine traffic to the fullest extent possible throughout the duration of the oil spill response. To that end, the Coast Guard will examine all measures necessary to ensure commerce through the Mississippi River and the Intracoastal Waterway continues with a minimum ofrestrictions. Two vessel decontamination stations have been established on the Lower Mississippi River. The Associated Branch Pilots (Bar Pilots) report that no vessels entering Southwest Pass have reported any sheening or presence of oil on any vessel, but decontamination stations are standing by in the event a vessel needs cleaning prior to transiting the Lower Mississippi River. Stations are located near 'The Jump" at Venice, LA and at Boothville, LA in the vicinity of Fort Jackson. Arriving vessels shall proceed to one of the two cleaning stations if there is a visible sheen emanating from the ship's hull. Vessel cleaning will be coordinated with the New Orleans Decon Group via VHF Channel 16, through the pilot directing the vessel's movement, once it has been determined that the vessel is actively sheening. These cleaning stations are only intended for those vessels which are sheening, and which therefore must be cleaned. Vessels wishing to be cleaned, who do not meet this criteria, should coordinate their own cleaning and seek reimbursement through the claims process, if they believe they were oiled by the current spill in the Gulf of Mexico. Waterway Status - Vessel Cleaning Station on the GIWW It is the intent of the Captain of the Port of New Orleans to facilitate the movement of marine traffic to the fullest extent possible throughout the duration of the oil spill response. To that end, the Coast Guard will examine all measures necessary to ensure commerce through the Mississippi River and the Intracoastal Waterway continues with a minimum of restrictions. A vessel decontamination station has been established on the Gulflntracoastal Waterway (GIWW). No sheening has been reported, but decontamination stations are standing by in the event a vessel needs cleaning prior to transiting the GIWW. The station is located at approximately Mile 34 EHL in the vicinity of Rabbit Island. It is important to note that the cleaning station is portable and mariners are encouraged to stop at a location in that general area that they feel is safe for vessel cleaning operations. Arriving vessels shall proceed to the cleaning station if there is a visible sheen emanating from the ship's hull. Vessel cleaning will be coordinated via VHF-FM Channel 16, call sign "vessel decon." Operations are expected at this area, conditions permitting, and mariners can verify the status of the cleaning station and arrange vessel cleaning by hailing the vessel cleaning station. BP Claims can be reached at (800) 440-0858. Additional information on waterways status is posted on Homeport, http://homeport.uscg.mil. To that end, the Coast Guard will examine all measures necessary to ensure vessel traffic continues to and from the LOOP with a minimum of restrictions.
Vessel traffic is highly encouraged to avoid the spill areas during voyages to the LOOP. Vessels that must transit through the affected zone should maintain a safe speed through the oil that appears light, while ensuring safe navigation. Vessels which follow these procedures will greatly reduce the possibility that they will need their hull cleaned at some future date.
Unless directed by a Captain of the Port Order, vessels entering the LOOP shall proceed as deemed appropriate under the direction and authority of the ship's master.
This spill is a continuously developing incident and it has the potential to be a long term event. Information regarding the response effort and oil spill locations can be found at www.deepwaterhorizonresponse.com.
