Subj: Liberian License of Competence to Merchant Marine Officers

Ref: (a) International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978, as amended

Dear Shipowner/Operator:

On October 15, 2012 the Seafarer Certification and Documentation division will launch a new operating system in which all Certificates and Endorsements are produced. These documents are produced in compliance with Ref (a).

The License will undergo a few cosmetic changes, the first being the verbiage that is currently being printed on the face of the document. Just below the Republic of Liberia heading - the name Bureau of Maritime Affairs will change to read Liberia Maritime Authority. The second change is that upon completion of successful review the evaluators name will be printed on the line labeled Chief, Seafarer’s Certification & Documentation.

The License of Competence also has some new UV ink security features on the front and back of the document that is viewable by black light.
