SUBJECT: Requirements for renewal of Certification Issued by Approved Training Centers during COVID disruptions

Dear Shipowners/Operators/SRPS/Seafarers:

The purpose of this Marine Advisory is to provide shipowners, operators, seafarers’ recruitment and placement services (SRPS) and seafarers an update to our policy on Original Certification of training.

The Administration authorizes those Training Centers approved by the Administration to renew Maritime training course certificates, to teach completely theoretical courses through online/electronic means (through remote/online education), and to carry out the evaluation through electronic media. This is done in response to the COVID-19 Global Pandemic, and its disruption for the ability to have a majority of seafarers to update their training certificates due to a restriction on in-person training, closure of national certification centers, and other COVID-19 related restrictions.

Further to this, seafarers with expiring documents that may not be able to get them renewed by nationally approved Centers or Administrations, can review the Liberian Approved Training Center and course list and make arrangements to take any of the approved Courses. When the seafarer has obtained the course certificate, (and where necessary passed any associated exam), it can be presented to the Liberian Registry for an Original Liberian certificate via the online SEA System application portal. Thus the renewal, can be done directly with this Administration via the approved Training Centers and Training Courses directly, and there is no need for the renewal to go via a national training center.
