Marine Advisory: 28/2020

Subject: South Korea’s Designation of Emission Control Areas

Reference:

  1. Incheon Port Authority Guidance
  2. Pyeongtaek Port Authority’s Guidance

Dear Shipowners/Operators/Masters

Purpose: This Advisory is sent to inform Liberian vessel operators that the South Korean Ministry of Oceans and Fisheries (MOF) has recently announced the designation of SOx Emission Control Areas (SECA) in accordance with the “Special Act on the Improvement of Air Quality in Port Areas, etc.” which was enacted in 2019.

Requirements:

  1. Reduction of SOx Emission from ships

Ships in the SOx Emission Control Areas are required to use fuel oil with sulphur content not exceeding 0.1% m/m, or install an appropriate exhaust gas cleaning system (EGCS) to reduce SOx emissions to 4.3 (unit: SO2 (ppm) / CO2 (%, v/v)) or less.

  1. Recording in Engine Log Book in SECA

Ships operating inside the SECAs shall record the fuel oil change-over, etc. in the engine log book, or alternatively record the operation status of the EGCS. Also, the ships shall keep the above engine log book on board for a period of not less than 12 months from the time of delivery of the fuel oils to the ship.

  2. Volume of low sulphur fuel oil (sulphur content of 0.1% or less) remaining in each fuel oil tank.
  3. Sulphur content of fuel oil (for the most recently supplied fuel oil)
