(a) Background and Implementation sections have been amended to note amendments to 2024 SEEMP Guidelines by Resolution MEPC.401(83)

Dear Shipowners/Operators/Masters/Recognized Organizations:

Purpose

The purpose of this Advisory is to inform all Shipowners, Operators, Masters and Verifiers that the IMO is now accepting data with additional granularity related to vessel information, fuel oil consumption and operational carbon intensity rating.

Background

Resolution MEPC 385(81) adopted amendments to appendix IX of revised MARPOL Annex VI specified in Attachment 4 of reference (c) providing for collection of fuel oil consumption data with an enhanced level of granularity, which enters into force on 1 August 2025.

Resolution MEPC 395(82) adopted the 2024 Guidelines for the development of a Ship Energy

Efficiency Management Plan (SEEMP). These guidelines were amended by Resolution MEPC.401(83), which added guidance on what is considered "Under way and not under way”.

Implementation

Prior to submitting data with additional granularity, Shipowners and Operators are required to develop, submit to their verifiers and implement an amended and approved SEEMP Part II taking into account the guidelines in Resolution MEPC 395(82), amended by Resolution MEPC.401(83).

Until 31 December 2025, shipowners and operators can still provide data to their verifiers with the previous level of granularity established in 2023, or they can voluntarily provide data with additional granularity established in 2025.

Verifiers can continue to submit data using WayPoint (https://waypoint.liscr.com) or the LISCR API (in either the 2023 or 2025 formats until 31 December 2025). On or after 1 January 2026, vessel, fuel oil consumption and operational carbon intensity data must be submitted in the 2025 format.
