- Added that other required publications are accepted in the form of electronic media and online platforms and that the buyer is responsible for verifying that the provider of such publications is duly licensed or otherwise expressly authorized by the copyright holder to issue and supply such publications in electronic form.
PURPOSE:
The purpose of this Notice is to provide guidance to shipowners, operators, Master’s, Liberian auditors, and Recognized Organizations performing the ISM Code certification of IMO requirements on carriage of publications.
APPLICABILITY:
This Notice applies to all Liberian flag vessels.
Inquiries concerning the subject of this Notice should be directed to the Office of the Deputy Commissioner, Republic of
Liberia, the Liberian International Ship & Corporate Registry, 22980 Indian Creek Drive., Suite 200, Dulles, VA 20166,
USA. The most current version of all Marine Notices are available in the Online Library at: http://www.liscr.com
REQUIREMENTS:
1.0 The publications required to be carried onboard ships, along with the certificates, documents, and records, are listed in the IMO Circulars referenced above. Some of the documents are ship specific.
2.0 IMO instruments such as the SOLAS, MARPOL, Load Lines, COLREG, and STCW
Conventions deal with many operational aspects, inter alia, navigational responsibilities, safety-related training/drills on board, safe cargo handling, oil spill prevention, and collision avoidance activities and watchkeeping standards. Therefore, these publications, although not expressly required by IMO instruments, should be carried onboard in order to improve the crew’s knowledge and to enhance the implementation of IMO instruments. No deficiency should be filed by port state control authorities against ships not carrying such publications on board. However, a non-conformity should be filed by ISM auditors against ships not carrying such publications on board in accordance with Liberian regulations and/or the ship’s Safety Management System (SMS).
3.0 With respect to the carriage of Liberian maritime law, regulations, marine notices and advisories, the Administration recognizes:
- Combined Publications Folder (CPF) RLM-300 (printed version) and CPF RLM300 in electronic format provided by the Administration.
- OneOcean. Electronic products provided by OneOcean as an electronic equivalent to Republic of Liberia requirements for the onboard carriage of the Combined Publications Folder (CPF) RLM-300 (printed version) and CPF RLM-300 in electronic format.
Note: To ensure the ongoing safety and compliance of the Liberian flag vessels, current unexpired subscriptions from other providers previously authorized by this Administration, will be honored until they expire so that those vessels do not lose access to RLM-300 information. That is, any RLM-300 subscription that continues beyond the date of this Marine Notice, will remain valid until its expiry date but shall not be renewed.
4.0 Other publications required by the international conventions (e.g. ILO, IMO, etc.) are accepted in the form of electronic media and online platforms in lieu of hard copies. The buyer is responsible for verifying that the provider of such publications is duly licensed and authorized by copyright holders to issue and supply such publications.
5.0 Notwithstanding paragraphs 3.0 and 4.0 above, the publications for emergency use, such as the International Code of Signals and the IAMSAR Manual should always be available in the form of hard copies, bearing in mind that such publications need to be readily available for use in case of emergency without being restricted to a specific place and by the availability of a computer.
