Marine Operations Note: 04/2015
Subject: CRIMEA REGION SANCTIONS
Dear Shipowners/Operators, Masters and Port State Control Inspectors,
This Marine Operations Note is issued as a result of certain international sanctions against the Crimea Region. International trade sanctions, including the United States Executive Order 13662 (2014), may obstruct the processing and transmission of seafarer documents by Liberian Registry offices for residents of the Crimea Region.
As a result, the Liberia Maritime Authority is waiving the requirement for seafarers who reside in the Crimea Region to possess Liberian Endorsements, Liberian Seafarer Identification Record Books or Liberian Special Qualification Certificates while assigned aboard Liberian flagged vessels until further notice.
Masters who have Crimea Region resident seafarers without Liberian Credentials assigned to their vessel are asked to send a copy of the crew list to seafarers@liscr.com so we are aware of their assignment and status.
Port State Control Inspectors are to be guided that all seafarers who reside in the Crimea Region, and who are not in possession of active Liberian issued credentials, may sail on Liberian Flagged vessels so long as they have in their possession, active and valid national credentials for the assigned position they have on board. This would include valid national certificates of competencies, seafarer identification record books and national special qualifications that meet the minimum safe manning certificate for that vessel. The seafarers would also need to possess a valid medical physical issued from an approved medical practitioner.
For questions regarding this note, please contact this Administration's Seafarer's Certification Division at +1 703 790 3434 or email: seafarers@liscr.com
Sinc r ly,
