Subject: Seafarers Electronic Application System

Dear All Shipowners, Operators, Masters, Manning and Crewing Agents & Authorized Liberian Filing Agents:

Purpose: This Marine Operations Note informs all shipowners, ship management companies, manning/crewing agents and Authorized Liberian Filing Agents of the requirements for entering the correct information into the Liberian Registry’s SEA System.

Applicability: All Authorized Liberian Filing Agents located worldwide.

For many years, the Liberian Registry’s SEA System has provided efficiencies by reducing turnaround time in obtaining Liberian documents and providing cost savings by eliminating the necessity of courier expenses for submitting applications to the Registry’s Seafarers Certification and Documentation Department.

The Liberian Publications RLM-273, 279 and 280 provide all Authorized Liberian Filing Agents with the required information that must be provided for each application in addition to the correct instructions to enter the required information online including each seafarer’s home address, e-mail, and emergency contact. There is also an Online User Manual available for our Authorized Liberian Filing Agents.

Beginning on 1 March 2025, the “Crew Details” page of each SEA System application must be fully completed. Please ensure that the SEA System applications are completed appropriately as incomplete applications will be rejected.

With regard to the information entered into the system, the Liberian Registry holds all data in strictest confidence as stated within each Filing Agent Agreement. Furthermore, the Registry’s Privacy Policy is available at the bottom of the home page of the Registry’s website at www.liscr.com.
