Marine Operations Note: 02/2025 Seafarers Electronic Application System

Purpose

This Marine Operations Note informs all shipowners, ship management companies, manning and crewing agents and authorized Liberian filing agents of the migration of Liberia’s Seafarer Electronic Application (SEA) System into the Seafarer Portal, and the addition of a compliance and verification tool to the SEA System known as “Crew360”, forming an enhanced electronic seafarer documentation ecosystem.

Background

Upon migration, the SEA System will continue to function in a manner consistent with existing application workflows; however, users will experience an updated interface within the Seafarer Portal environment.

As part of these enhancements, access to seafarer information within SEA System shall be restricted to ensure the protection of personal data. Authorized Liberian filing agents will be permitted only to:

  • Submit seafarer applications for vessels for which authorization has been granted, as established through their registration and supporting appointment documentation, and,
  • Access seafarers’ profiles associated with their applications.

As part of the SEA System, Crew360 will perform automated compliance and verification checks on each seafarer application in line with international regulatory and sanctions requirements to support and safeguard maritime operations. Each successful check will result in the issuance of a “Certificate of Compliance” which will be made available within SEA System.

These measures are intended to strengthen oversight, support proper authorization, and reinforce the integrity of the seafarer application process, while ensuring the continued protection of seafarers data and compliance.

Applicability

Effective on April 22, 2026, all applications shall be submitted via the Liberian Registry’s Seafarer Portal. All applications submitted through the Seafarer Portal shall reflect an additional fee for Crew360. Please see the latest edition of Liberia’s publication RLM-118’s Annex 5 for current fees.

Authorized Liberian filing agents are reminded that they must fulfill their responsibilities as indicated in publications RLM-118 and RLM-280 which is reiterated within their Filing Agent Agreements under section 4, as pertaining to the vetting of seafarers and their national documents.
